CONSTRUCTION:
I started with a black skater dress I bought from the thrift store. I cut slits in the front, and a keyhole for the cleavage. I used craft foam for all the color trims. The stitches are painted on. I also used craft foam for the stocking tops, wig decor, and shoe details. 
 
The neck piece and the belt were made the same way. Posterboard wrapped in fabric with foam details.
